Title: The Two-level CES Production Function for the Manufacturing Sector of Pakistan Abstract: Production functions have been widely studied in the relevant literature. In this paper, apart from labour and capital, we have used energy as a factor input and calculated the elasticity of substitution between these inputs, measured technical progress, and determined the returns to scale in the manufacturing sector of Pakistan. Since we have more than two factors of production, the standard Cobb-Douglas and CES production functions do not provide satisfactory results. Hence, two-level (nested) CES production function becomes the natural choice for the appropriate technology. Using this technology, we have found low elasticity of substitution between the three factors of production. Furthermore, the manufacturing sector is found to exhibit decreasing returns to scale, having experienced disembodied technical progress at the rate of 3.7 percent per annum. Title: Tax Incidence by Income Classes in Pakistan Abstract: In this study an attempt has been made to estimate the incidence of federal taxes, for the fiscal year 1978-79, on households belonging to different income-brackets. All the major direct and indirect taxes have been studied. The tax system turns out to be slightly progressive for the country as a whole. For urban areas, it is slightly progressive, and for rural areas it is slightly regressive. Indirect taxes, a major source of the federal government tax revenue, are generally slightly regressive. Title: An Analysis of Production Relations in the Large-scale Textile Manufacturing Sector of Pakistan Abstract: This paper attempts to determine econometrically the underlying production relations for the large-scale textile manufacturing sector of Pakistan, based on data available from the six most recent censuses of large-scale manufacturing industries. The coyariance model is used for pooling the provincial data. Testing for alternative forms reveals that the CES production function with constant-returns-to-scale most adequately explains the underlying production structure. The estimates of the elasticity of substitution are significantly different from zero in all cases, implying significant and efficient employment generation possibilities. Title: Production Function, Institutional Credit and Agricultural Development in Pakistan Abstract: This study, based on the time-series data covering the period from 1956 to 1986, estimates production function in the agricultural sector of Pakistan. The strategy for agricultural development in the country has been based on greater utilization of "high pay-off low-cost technology. The government advanced loans through financial institutions to make it possible for the farmers to acquire this technology. Despite the infusion of seed-fertilizer technology, per acre yield of major crops like wheat, rice, cereal and sugar-cane in Pakistan is lower than in most LDCs in the region. Therefore, it is concluded that the use of present technology has reached a plateau and it is time to look for additional inputs for improvement in productivity. Title: A Quantitative Appraisal of Adjustment Lending Abstract: This paper presents a quantitative analysis of adjustment programmes. This is done by charting changes in various performance indicators following the receipt of the first adjustment loan, and by further contrasting the results with those for the comparator group of countries that did not receive adjustment loans. It is found that the average decline in the GDP growth rate in the loan-recipient countries was less than in the comparator groups. Similar results were obtained in regard to per capita GDP. At the same time, in both cases, a majority of loan-recipient countries experienced an improvement in their relative position vis-d-vis the non-recipients. It is further apparent that the loan-recipient countries made an adjustment effort in the period following the first loan. To begin with, economic expansion was concentrated in the traded goods sectors, industry and agriculture, both of which experienced an improvement in the loan-recipient countries relative to the comparator groups. Also, the growth of consumption declined substantially in absolute terms as well as relative to the non-recipient countries. In turn, an acceleration is observed in the growth of investment that holds the promise for future economic growth. Title: The Multiple Effects of Procurement Price on Production and Procurement of Wheat in Pakistan Abstract: An increase in the procurement price affects government procurement of wheat in at least four ways. Properly estimating the total effect requires taking account of both the direct effects of an increased share of marketed surplus being procured and the indirect effects through the impact on production, marketed surplus, and the wholesale price. Estimates are that a real one-rupee increase per 40 kilograms — approximately 1.25 percent — will raise procurement by about 90 thousand tons. Title: The Estimation of the Grant Element of Loans Reconsidered Abstract: This paper examines critically the formulae which are frequently used in the calculations of the grant element of loans. Given the formula derived by Beenhakker (1976), which has been expanded into a more general form, the grant element of foreign assistance received by the Sudan during the period 1958—1979 is calculated. The grant element was found to be low, reflecting hard terms of borrowing. Title: A Monetary Model of Inflation for Bangladesh, 1974-1985 Abstract: A model of inflation for Bangladesh is developed and estimated for the period 1974:2—1985:4, in line with the monetary approach and based on the hypothesis that any disequilibrium in the real money-market adjusts itself through changes in the price level, but not instantaneously. Changes in the prices of traded goods in the international market, real permanent income, real money stock, one period lagged rate of inflation, and changes in the terms of trade between traded and non-traded goods are found to be the major determinants of inflation in Bangladesh. Title: Female Employment and Fertility: Further Investigation of an Ambivalent Association Abstract: This study of the relationship between female employment and fertility is based on a survey of 1000 ever-married women in Karachi. A distinct pattern of differentials in actual performance and in desired fertility is observed across working and non-working women. Working women are not a homogeneous group, and the differences across six broad occupational groups of working women are more marked than those between working and non-working women. Women in higher status occupations marry much later than and have half the completed family size of — those women working in lower status occupations. The fertility of non-working women lies somewhere in between these two groups. Some reasons for the fertility differentials found are identified in variations in point of entry into the labour force relative to the stage in child-bearing, in expectations from sons in old age support, and in relative facility in seeking means of fertility control. Working women in higher status occupations also have better chances of their children surviving, whereas women in lower status occupations suffer a greater toll of child deaths. Title: Monetary Approach to Balance of Payments: The Evidence on Reserve Flow from Pakistan Abstract: The monetary approach to balance-of-payments theory suggests that balance of payments defecits are related to disequilibrium in the international money market and, as such, involve a flow of international reserves. A cross-section study of 39 LDCs, including Pakistan, validates the MABOPs theory for the analysis of balance of payments of these countries despite the absence of underlying assumptions in these countries. It is contended that while it may be possible to obtain significant'results on a cross-section basis, the individual country data for many of these LDCs may not validate the MABOPs theory, mainly due to the absence of underlying assumptions, due to significantly heterogenous economic structures in many of these countries, and due to the common prevalence of restrictive financial policies in a large number of LDCs. In this paper the propositions of the MABOPs theory are tested for Pakistan only, using the same model as applied to 39 LDCs on a cross-section basis. The results show that reserves movement in Pakistan cannot be explained by the version of MABOPS theory. Title: Determinants of Family Size Preferences in Pakistan Abstract: The paper attempts to investigate and identify some of the most important predictors of family size-preferences in Pakistan. Based on cross-sectional data relating to 9416 currently married women, the results of this study suggest that having one or more sons in the family is the principal predictor of the desired family size. Yet another important predictor is the education of the wife which plays a critical role in the family size determination. The study shows that the preferences for family size do not vary greatly between urban and rural areas. However, it seems that if more refined measures of such preferences are used in the future surveys, the practice would provide a better understanding of the prevailing reproductive norms in different segments of the society. Title: Allocative Efficiency of Cropshare Cultivation: Interpreting the Empirical Evidence Abstract: Because of the simultaneity problems raised by supervision problems, and the low opportunity cost of labour which may induce an inverse size-productivity relationship in agriculture, tests requiring a comparison of the productivity of farmers or farms of different tenure groups tend to be biased. Even a comparison of the performance of farmers of different tenure groups, though of the same size, may not necessarily yield unbiased results. The paired f-test, which involves comparing the performance of the owner-tenants on their own and cropshare land, has been found to be the most satisfactory method of comparing the efficiency of cropshare tenancy with that of owner cultivation. The study also suggests some disciplining influence imparted by a better choice of tenant and threat of eviction, preventing the tenants from wasting the rental land.
