Title: Technical Efficiency of Pakistan’s Manufacturing Sector: A Stochastic Frontier and Data Envelopment Analysis
Abstract: This paper examines the efficiency of the large-scale manufacturing sector of Pakistan
using parametric as well as non-parametric frontier techniques. Production frontiers are
estimated for two periods-1995-96 and 2000-01-for 101 industries at the 5-digit PSIC. The
results show that there has been some improvement in the efficiency of the large-scale
manufacturing sector, though the magnitude of improvement remains small. The results are
mixed at the disaggregated level: whereas a majority of industrial groups have gained in terms
of technical efficiency, some industries have shown deterioration in their efficiency levels. The
results from both the approaches are consistent, and in line with similar studies.

Title: Myths and Realities of Long-run Development: A Look at Deeper Determinants
Abstract: It has long been realised that factor accumulation and technological development are only
proximate causes of economic development, and the focus has now shifted to investigating the
‘deeper determinants’ of economic growth. Two such forces are highlighted in the literature:
institutions and geography. However, it remains controversial as to which of these two is the more
important. The “institutions school” assigns primal importance to institutions, whereas the
“geography school” considers geographical factors as the primary determinant of the economic
performance of countries. This paper reviews the debate surrounding these “deeper determinants”
of economic performance. It reviews the work of these two schools of thought and their
interpretation of the long-run development. The paper then examines the evidence provided by the
respective schools in favour of their hypotheses. It concludes in favour of the Institutions
hypothesis as the Geography school does not provide a consistent story of long-run development.

Title: Labour Supply and Earning Functions of Educated Married Women: A Case Study of Northern Punjab
Abstract: This study analyses labour supply of educated married women in Mandi Bahauddin, a
typical district of northern Punjab in Pakistan. The study finds that the education level and
economic compulsion are important factors affecting women’s labour force participation decision.
But, otherwise, they are independent in their decision-making, e.g., the women living in joint
families or those with less educated husbands and/or parents are not socially constrained in terms
of participation. Human capital variables like education, experience, and training, besides the
nature of occupation and distance from the central city, are the important factors affecting
women’s earning rates, while the hours of work are mainly determined institutionally.

Title: Digital Divide: An Econometric Study of the Determinants in Information-poor Countries
Abstract: There can not be two opinions on the importance of Information and Communication
Technology (ICT) for economic development. However, real disparities exist in access to and use of
ICT across countries. The digital divide is a complicated matter of varying levels of access, basic
usage, and applications of ICT among countries and peoples. Using the Gompertz Technology
Diffusion model, this paper attempts to measure the contribution of factors such as affordability,
knowledge, infrastructure, human capital, trade openness, and economic and social environment in
the technology diffusion process, specially in the case of information-poor countries.

Title: Chronic and Transitory Poverty in Pakistan: Evidence from a Longitudinal Household Survey
Abstract: This paper analyses the incidence of chronic and transitory poverty in Pakistan in both urban
and rural settings. The findings are that rural poverty is severer and also chronic as compared to
transitory poverty in urban centres. The main factor behind this phenomenon is the homogeneity of
the rural set-up which affects the employment and wage levels adversely. On the other hand, in the
urban areas, heterogeneous population with diverse occupations provides better employment and
wage opportunities. Furthermore, illiteracy, landlessness, lack of ownership of dwellings, and
dependency on sharecropping are the main factors accentuating rural poverty. The paper also
analyses the zakat element of the safety net strategy. Contrary to the prevailing perception that zakat
does not reach the actually poor, it turns out that in fact zakat has become an “identification mark” for
the chronic poor. The findings of this paper have significant implications for the poverty reduction
strategy of the Government of Pakistan.

Title: Determinants of Interest Spread in Pakistan
Abstract: Interest spread of Pakistan’s banking industry has been on the rise for the last two years.
The increase in interest spread discourages savings and investments, on the one hand, and
raises concerns about the effectiveness of the bank-lending channels of monetary policy, on the
other. This study examines the determinants of interest spread in Pakistan using panel data of
29 banks. The results show that the share of interest-insensitive deposits in total bank deposits
is a key determinant of interest spread, whereas industry concentration has no significant
impact on interest spread. Furthermore, the ongoing merger wave in the banking industry will
limit the options for the savers, with adverse implications for the interest spread. We argue that
to maintain a reasonably competitive environment, merger proposals may be subjected to
review by an anti-trust authority.

Title: Do Public Expenditure and Macroeconomic Uncertainty Matter to Private Investment? Evidence from Pakistan
Abstract: This study examines the role of macroeconomic uncertainty and public expenditure in
determining private fixed investment in Pakistan. It is found that individual series are nonstationary.
There is a long-run relationship between private fixed investment, public
consumption expenditure, public development expenditure, and market activities. It is revealed
that public development expenditure stimulates private investment, whereas public
consumption expenditure is detrimental to private investment. The preferred dynamic private
fixed investment function confirms that in the short run, public development expenditure
enhances private investment. Moreover, macroeconomic instability and uncertainty depresses
private investment in Pakistan.

Title: Trade Reform, Capital Mobility, and Efficiency Wage in a Harris-Todaro Economy
Abstract: The main purpose of this paper is to analyse the impact of trade reform on unemployment
and social welfare in a Harris-Todaro (1970) economy with efficiency wage and capital
mobility. The analysis shows that capital mobility plays an important role to influence the
impact of trade reform on unemployment and social welfare. We find that trade reform raises
urban unemployment and produces an ambiguous effect on social welfare when capital is
perfectly mobile among the three sectors. However, such policy lowers unemployment and
raises social welfare when capital is imperfectly mobile.

Title: Climate Change and Economic Development: A Pragmatic Approach
Abstract: Two major problems promise to dominate economic and social policy during the twentyfirst
century. These are global climate change and the growing gap between the rich and the
poor. Economists are facing these issues at a time when many of the standard tools of
economic analysis—for example, competitive general equilibrium and the theoretical system
that supports it—have fallen into disfavour in analysing global issues involving uncertainty and
irreversibility. This is both a challenge and an opportunity for development economics. This
paper first examines economic models of human development and climate change, drawing,
where possible, on the situation in Pakistan. We then outline an approach to coping with
climate change based on new perspectives in behavioural and development economics, and on
the likely consequences of global warming for Pakistan. We focus on adaptation to climate
change rather than on mitigation strategies.

Title: What Turns a Blessing into a Curse? The Political Economy of Natural Resource Wealth
Abstract: I review the relationship between natural resource endowment type and economic growth
in developing countries. Certain types of natural resources, such as oil and minerals, tend to
exhibit concentrated production and revenue patterns, while revenue flows from other
resources such as agriculture are more diffuse. Most developing countries that export products
from the first group have been prone to growth failure in recent times. The most important
channels are political economy mechanisms, where there are negative relationships between
natural resource rents and institutional development. An explicit model of growth collapse with
micro-foundations in rent-seeking contests that have increasing returns in rent-seeking outlays
is presented.
