I am pleased to learn that Pakistan Society of Development Economists (PSDE) is organizing its 22nd international conference and Annual general meeting on 19-22 December,2006. The theme of the conference, "Governance and Institutions" is highly apt. Good Governance is a sine qua non of development .Governments and development community are grappling with the critical issues of institutional policy reform to ensure sustainable economic growth .Indeed we need to study and explore the nexus between poverty and governance, between economic growth and rule of law, between devolution and public service delivery. I hope that conference will generate meaningful debate on these issues. I wish the organizer of the conference a great success.       It gives me immense pleasure to learn that Pakistan Society of Development Economists (PIDE) are organizing the 22nd Annual General meeting and Conference on Dec 19-22 2006, in Lahore.Such conferences provide an opportunity to the social scientist for sharing there ideas, experiences and research on areas of national interest. Governance and institutions - The theme of the conference- is the key to the economy, political and social stability of the country I am personally committed to extend support and encouragement of a scholarly conference like this, as offers the promise of providing quality research and debate on the issue of Governance. Good governance and strong institutions are the engines of economic growth and sustainable development. Research and analysis on this topic and sub-themes of the conference will help the policy makers and practitioners to improve governance and strengthen institutions. I also take this opportunity to congratulate the organizers of the conference and wish them success in there endeavor.

 Good governance must be of prime concern to any government and/or organization. I am therefore please to know that Pakistan Society of Development Economists (PSDE), under auspices of Pakistan Institute of Development Economics (PIDE) is organizing an International conference with Governance and Institutions being the main theme.It is my firm belief that one of the major impediments to economic growth and sustainable is the poor state of Governance. I hope that the conference would generate healthy debate on the subject and would identify the causes of poor governance. I believe that deliberation will include the importance subject of influence of the " non-state " actors, especially international institutions which are for more intrusive international societies than traditional ones. There impact can be significant because there policy prescriptions might take national borders irrelvant.This could seriously affect the ability of state to meet its governance targets.Snce effective governance depends not only on availability of critical number of professional managers but also on minimum spatial congruence of political regulation with socially integrated areas and the absence of significant externalities. I congratulate Pakistan Institute of Development Economics (PIDE) for furthering debate on an issue of utmost importance. The fact that imminent international and national scholars for academia and various professions will be taking up the subject is all the more heartening. I wish the organizer and participants and intellectually stimulating time in their fruitful and productive deliberations.    
I would like to extend a warm welcome to all the members, delegates and participants delegates at this 22nd Annual General Meeting and Conference of Pakistan Society of Development Economists (PSDE). We hope that the following four days will provide all of you with the best of Economics. And that this conference provides you all with stimulating discussions and sharing of knowledge. The broad theme of this conference is” Governance and Institutions”. The sub themes include: Market and regulations, Civil service Reforms, Law and economics, Public choice and public Service efficiency and Decentralization and Devolution. I expect that this conference will lead to more research studies and contribute to further methodological developments in Economics.
